FOUNDER:

Chief Jerry Hoover is an assistant professor and coordinator of the Criminal Justice program at Feather River College, Quincy, California.  He took a year off in 2010 to accept the position of Principal Deputy Program Manager, Afghanistan Civilian Advisor Support Program (ACAS).  ACAS is responsible for training the Afghanistan National Police for the U.S. State Department.  He began his career in 1968 with the San Diego Police Department.  He was a Field Training Sergeant when he left San Diego to join the Boulder Police Department in Colorado as a Lieutenant, later attaining the rank of Commander.  In 1994, he became the Chief of Police in St. Joseph, Missouri.  Three years later, he was appointed as Reno's Chief of Police, retiring in 2004. 

Chief Hoover was appointed by the United Nations as the Reform and Restructuring Coordinator for the United Nations Mission in Sudan.  Halfway through his one-year tour, the UN appointed him as the interim Police Commissioner.  He commanded 715 international officers from 42 different nations.

Chief Hoover left Sudan to become a Senior Police Advisor for the US Department of State.  During his time with the State Department, he led an assessment team of police experts to study the Iraqi Police Services and the Coalition efforts to train them.  After his assignment in Iraq, he returned to work in Washington, DC.  He is now back home in Reno, Nevada.

Jerry Hoover has more than 20 years of experience as an educator and seminar provider.  He is an adjunct professor at the University of Nevada where he teaches courses on leadership, terrorism, diversity, and forensics.  He has taught 130 seminars on the Reno and San Jose model programs to police agencies from 29 states.  He is a national speaker on police training and leadership topics.  Jerry was asked by the FBI to teach counterterrorism to police officers from eleven nations at the International Law Enforcement Academy in Botswana, Africa.  He was also a presenter on police response to terrorism at the US Department of State Conference on Counter Insurgency Operations.

Chief Hoover led the original PTO Development Team for the Department of Justice, COPS Office.

Education:  Harvard University, Master in Public Administration (emphases: Crime and Criminal Justice; International Affairs and Security); Colorado State University, Master of Arts in Anthropology (emphases:  Cultural Anthropology; Forensic Anthropology); San Diego State University, BA Anthropology; University of Nevada, Ph. D. candidate (emphasis:  Anthropology of Terrorism).  Jerry is also a graduate of the Law Enforcement Executive Development Seminar (LEEDS) at the FBI National Academy.

ASSOCIATES:

Stephen Pitts is the Chief of Police of the Reno Police Department.  He served with the Richmond, California, Police Department before coming to Reno in 1979.  Steve has worked all assignments in his law enforcement career, including S.W.A.T., Gang Unit, Homicide, and PTO Commander.  Steve graduated from the Senior Management Institute for Police (SMIP) and the Kennedy School of Government's Leadership Program at Harvard University.  Steve has a Bachelor's Degree from Long Beach State University, a Master of Public Administration from Golden Gate University, and a second Master's Degree at the Naval Post Graduate School in Homeland Security.  Steve is also a graduate of the FBI National Academy.  Steve is one of the original designers of the Reno Model and was responsible for much of the original test site training.  Steve is also a qualified S.W.A.T. instructor.

David Ponte was the original PTO Coordinator for the Reno Police Department's training program.  Dave has been with the Reno Police Department for more than twenty years and is the president of the Reno Police Protective Association.  He is one of the original designers of the Reno Model and was responsible for much of the original test site training.  Dave is one of the few people in law enforcement with program coordinator experience in both the San Jose and Reno Models.  Dave has an Associate's Degree in Criminal Justice and has completed training on the Harvard model of leadership conducted by Marty Linsky.  He is also a graduate of Peter Senge's Fifth Discipline program at MIT. 

Clair Walker is a Sergeant with the Boise Police Department.  Clair began his police career in 1990.  Clair was the FTO and PTO coordinator for Boise P. D. and has considerable experience in program design and management.  He has a Bachelor's degree in Political Science and Economics from the University of Idaho and is currently pursuing his Master's degree in Business Administration at Boise State University.

Tom Wickman is the Chief of Police in Frisco, Colorado.  He began his police career in 1977 and has previously served with the Boulder and Denver Police departments.  Tom led the investigation into one of the most publicized child-murders of the 20th Century.  He holds a Bachelor's degree in Political Science from Kalamazoo College and a Master's degree in Psychology from Leslie College.  Tom is a graduate of the FBI National Academy.  Tom is also an instructor on high profile investigations at the FBI Academy and is a qualified S.W.A.T. instructor.
