The Hoover Group of Reno was established in 2001 to meet the needs of police agencies requesting training in the Reno Model PTO Program. 

Many of the associates of the group are members of the original PTO design team.  They are practitioners who not only worked on the creation of the program, but they also implemented it in Reno as well as five other test sites across the United States.  These are people who have worked and trained others in the San Jose Model FTO program and have used that knowledge to take post-academy police training to the next level.  No one else can offer that degree of design and operational experience.

The Hoover Group of Reno has trained law enforcement agencies across the United States in the Reno Model.  We expanded our course offerings in 2003 to include Leadership, Terrorism, Community-Oriented Policing and Problem-Solving (COPPS), and advanced PTO training.
